QUARTERLY REPORT ON THE MONITORING OF PRISON CONDITIONS IN BURUNDI

Second Quarter of 2026 (April–June 2026)

EXECUTIVE SUMMARY

Burundi’s prison system has reached the limits of what is tolerable. Water shortages, corruption, and the deliberate stalling of cases by the judiciary are endangering prisoners’ lives. The Burundian government bears primary responsibility for this situation.

This monitoring report by ACAT-Burundi for the second quarter of 2026 reveals a sharp deterioration in living conditions in prisons. Due to the departure of humanitarian organizations and the slowness of the courts, prison cells have become extremely unsanitary and unjust places for detainees.
