Perpetrators allegedly include members of the security forces, the National Intelligence Service, and the Imbonerakure militia, often involved in killings, enforced disappearances, and illegal detentions. Fundamental freedoms of expression, association, and movement remain severely restricted. The report denounces complicity among local authorities and a judiciary under executive control, allowing crimes to go unpunished.
ACAT-Burundi urges the Government to ensure citizens’ safety, conduct credible investigations, and hold perpetrators accountable. It calls on national human rights bodies to act effectively and on the international community to closely monitor Burundi’s worsening human rights situation.
