The ACAT Burundi report for November 2025 highlights a persistent and alarming human rights situation within a politico-security crisis that began in 2015 and remains unresolved. The documented violations reflect a climate of widespread impunity, exacerbated by the inaction of judicial and administrative authorities.
The month is marked by twenty-four assassinations, including numerous bodies found in different regions of the country, often mutilated, bound, or in an advanced state of decomposition. In most cases, the victims were buried quickly on the orders of local authorities, without any prior investigation, in violation of Article 109 of the Criminal Procedure Code. Several cases suggest extrajudicial executions or staged suicides.
Three abductions were also recorded, involving individuals forcibly taken by men in vehicles with tinted windows, under circumstances suggesting possible involvement of state actors, particularly the National Intelligence Service (SNR). The families remain without news of the missing persons.
The report also notes the arbitrary arrest of an officer who had released two individuals previously detained illegally, illustrating the severe dysfunctions of the judicial system and recurring abuses of power.
Violations of physical integrity, including cases of torture, were also reported—particularly those perpetrated by police officers and members of the Imbonerakure militia. Some of these assaults resulted in the victims’ deaths. The Imbonerakure continue to act with complete impunity, abusing their position to intimidate, mistreat, or target members of the opposition.
The report concludes that the human rights situation continues to deteriorate, characterized by the presumed complicity of certain local authorities and the inaction of national oversight institutions, such as the CNIDH and the Ombudsman.
ACAT Burundi calls on the government to ensure the safety of the population, to open credible investigations into each documented case, and to put an end to impunity. National institutions are urged to fully assume their responsibilities, while the international community is invited to closely monitor developments in the human rights situation in Burundi.
