In October 2025, ACAT-Burundi documented serious human rights violations across the country, reflecting the ongoing impunity rooted in the 2015 political crisis. The report recorded 16 murders, 2 abductions, and 2 arbitrary arrests. Many victims were found unidentified and buried without judicial investigation, in breach of Burundi’s Criminal Procedure Code.
Perpetrators allegedly include members of the security forces, the National Intelligence Service, and the Imbonerakure militia, often involved in killings, enforced disappearances, and illegal detentions. Fundamental freedoms of expression, association, and movement remain severely restricted. The report denounces complicity among local authorities and a judiciary under executive control, allowing crimes to go unpunished.
