On the occasion of the joint publication of the Monitoring Report on Human Rights Violations during the Electoral Period (May–July 2025) by FIACAT and ACAT-Burundi, we reaffirm our commitment to denounce the grave violations documented during the June 5, 2025 election.
The report unveils an alarming pattern of abuses: hate speech, arbitrary arrests and detentions, enforced disappearances, acts of torture, threats and intimidation targeting political actors and civil society members. It further highlights a judiciary under heavy influence of the executive power, fueling impunity and undermining accountability mechanisms.
In this context, the United Nations Special Rapporteur on the human rights situation in Burundi remains one of the few independent oversight mechanisms, despite the lack of cooperation from the authorities. The documentation efforts by civil society often carried out under difficult conditions or from exile, are critical to ensuring that victims’ voices are heard, violations are known, and that justice is prepared for the future.
With less than two years to the 2027 presidential election, we issue an urgent call to the Burundian authorities to fully cooperate with international human rights mechanisms, to the international community to maintain vigilance and support for fundamental rights in Burundi, and to citizens to remain vigilant and committed to defending human dignity and freedoms.
We invite all interested parties to consult and disseminate this report, to appropriate its findings, and to engage in efforts toward a truly free, peaceful, and human rights–respecting electoral environment.
