Two historic UN decisions: the Committee against Torture condemns Burundi

ACAT-Burundi strongly welcomes the two decisions handed down by the United Nations Committee against Torture, condemning the Burundian State for acts of torture and persistent impunity.
In the cases of Déogratias Hatungimana v. Burundi (Communication No. 1100/2021) and Egide Nkunzimana v. Burundi (Communication No. 957/2019), the Committee recognised serious violations of the Convention against Torture, in particular Articles 2, 11, 12, 13 and 14. These decisions echo the painful experiences of many victims who were tortured in the premises of the National Intelligence Service without any serious investigation being conducted or any reparation being granted.
ACAT-Burundi, which has supported the victims throughout their quest for justice, expresses its deep satisfaction at these major advances. These decisions are a recognition of the suffering of the victims and a strong call on the Burundian authorities to put an end to torture, respect their international commitments and guarantee effective justice.
We also welcome the respectful attitude of the Burundian state lawyers during their interaction with the Committee, which is a sign of openness to dialogue with international human rights mechanisms.
ACAT-Burundi reaffirms its commitment to fighting torture, supporting victims and promoting justice and human dignity in Burundi.
